I didn't really spend a lot of time looking at it... but now seeing the pics I'm going to look closer. It almost looks like in the pic of the reverse there is like a clad layer coming off... hmmm... maybe its not even real????

Perhaps the coin was glued to something, face down, and the glue drop was adhering to Liberty's ear?

I agree with LTC. I think it's counting machine damage. Not as scratched-in as usual, which accounts for its weird appearance.

I have several old coins of the period with perfectly circular scratches in the middle.

I agree. Seems to be very severe, more severe than typical counting wheel damage.
