1783 8 Reale from El Cazador - Help?

I'd like to know more about the holder than the coin, actually. I know about El Cazador shipwreck, headed for Louisiana in 1784, discovered in 1993 by a fisherman... But all of the other coins I have seen are either raw with large COA's, or in NGC or ANACS slabs. This one has no COA, and is in a Global Certification Services, INC. "slab." I was told that this coin was purchased from Eastern Numismatics, but that's all I know about the sale of the coin.
Can anyone help me? Is GCS reliable as far as authenticity and provenance goes? Were they the official encapsulator of this wreck? Is this some aftermarket thing?
