I would suspect that the luster is spectacular...which is difficult to show in a photo. Seems that luster rules the day at PCGS with respect to high grade MS coins.
edited to add that the strike looks pretty well hammered too!

they look like 66RD and 65RD (maybe RB by pics), so I will guess 65RD and 64RD
