1988 D found in change - can someone help me figure out what happened to it?

Please see the attachments - they're not real helpful but you can get an idea of what I'm trying to explain. The obverse and reverse are the same, the texture is rough like dry skin. It didnt get this way from laying in a parking lot, under magnification you can see that the planchet has the same texture in and around all areas. The dime is the same size as other dimes but it only has faint markings for the reeded edge. If you refer to the pictures, you can see that it appears that you could peel the outside layer off one side of the coin.

I've seen a couple like this. I think they have had a bath in acid.
