The Cowboy's WR was tripped by the DB. It would only be called incidental contact, if he was looking back and "playing the ball" at the time of the contact. Check the replay, he had his eyes on the WR only. Otherwise, what would stop any DB from just "incidentally contacting/tripping" any WR that has him beat?
The Cowboys did what they had to do, which was protect Romo and allow him to shred the vaunted Pack D.
You do understand that the QB is not normally responsible for stopping the other team from moving the ball don't you?
Of course if your QB is lobbing up fair catches like Favre was, then I guess he could make a tackle now and then.

"You know I think, both plays we're going to talk about from this game, you had two different view points from two different officials, and on this PI play you saw back judge Perry Paginelli ended up, really signaling that he had tangled feet but the side judge [Larry Davis?] came in and said that "no", that he had the defender NOT playing the ball and that's the key and I think Collinsworth was right on top of this when he was talking about tangled feet because it's NOT a foul and the book specifically says that, but it says that if both players are playing the ball, looking back for the ball, and they tangle feet, not a foul. If both players are not playing the ball, neither one is looking back and they get tangled feet, not a foul, but if one is and one isn't then it is. And I think if we take a look at this (plays video of catch) it's just a perfect example of tangled feet where the defender here is not playing the ball. The offensive player looking back, the defender not, and then the feet tangle. You'll see in this last shot, precisely when they tangle right there, that's when the knees hit (pauses video to show Austin looking at the ball and Tramon looking at Austin) and if you look at the head of the defensive player, it's not turned back at making a play on the ball so really in this situation, the officials came together and discussed it as I would want them to do, and when they discusses it and the side judge said he was not looking back at the play of the ball, they arrived at the right decision, which WAS pass interference."
