ASE milk spots -- I got 'em on my RP70! Help!

Horrors of horrors. Upon recent inspection, one of my beloved Rev Proof PCGS PR70s has developed a bad case of the spots. I've heard PCGS will warranty these, can someone explain what that means, and if it applies to coins resold to others (non-PCGS members).

Note the compensation is a bit less than market. But you also get the coin back without the slab so you have some bullion value as well.

Do you guys know what causes the spots and can anything be done to remove them? Also I wonder if PCGS has had any conversations with the Mint about the problem? I have several raw ASEs with spots and it is very disheartening.
To the best of my knowledge, the spotting is caused by the rinse, used at the Mint.
This coupled with environmental factors, causes some to spot.
I still have 20th Anniversary sets, vacuum sealed, no spots.
I've given up purchasing ASE's for numismatic reasons, just buy em for their silver content.
You do have a life-line at PCGS, use it, get your refund, and buy a classic.

Be a lot easier for everyone to just send pics but ya always gotta worry about the photoshoppers and cheaters.
I have ASE's from 86 that I have left in the OGP, and a set that are mixed between PCGS and NGC- ALL PROOFS!
The OGP's are fine - no spots, but on some of the slabbed coins a few have spotted- not all just a couple.
So this makes me wonder is it the rinse, or is it something at the TPG's when they slab them.

What is "Market" for a PR 70 RP ?
Does PCGS used existing market values for warranty work, or their own inflated values?
Now I need to find a member to submit it through. Not that many in my neck of the woods (AK).

Yes. I think that has been discussed and many agree that'll prevent spotting.
Just be careful to use the pure acetone.
