National Game and Tom Barker Cards - the same?

The National Game cards and the Tom Barker cards seem very similar. Are they identical sets? Same year? Do the cards in the two sets carry the same value? The National Game cards are listed in SMR but I don't think I have seen a listing for the Barker cards.

Tom Barker should command a 25%-50% premium according to Krause, but that does not seem to be the case.
