Do you guys buy cards on the bay from other grading companies and then resubmit? Is this a good way to get great cards for cheap prices?

I do. I look for older bgs slabs. I have bought the newer ones as well.

I would suggest the main grading companies for crossovers or resubmittals. The others like the PRO and CSA's of the world I feel were trying to make a name for themselves and graded some trimmed cards. Whether it was knowingly done, I have no clue.
