That is a tougher one 'cause the wear is so uneven! I will see what more knowledgeable folks say about it.

Having owned a few coins of that date in both grades I must confess that my first reaction to seeing this one was Fair-02 -- but I honestly wouldn't be able to argue much if it were in a Poor-01 holder.

Unfortunately, you probably won't be able to get it into a holder because the question of which mint mark it is looks impossible to answer.
