64-D Quarter Double Die?

I was looking through my quarters and came accross this one. I see doubleing in the letters and of the mintmark. I would like to see what your opinion about this is. Thanks in advance for your input.

    Machine doubling.
    Notice that's it's flat and like a shelf.
