How long to wait to file a claim with pay pal?

Hi there. I am wondering how long should one wait to file an item not received with pay pal. I won a card off ebay on 10/14, paid on 10/15 which was two weeks ago Monday. Now for every thing in the past I bought it has never taken this long for me to receive something. I e-mailed the seller on Friday to see if they mailed the card yet and got no response. I don't expect things to be at my house within a couple of days after I paid for it, but like I said before, nothing has taken this long. So should I file a claim or should I give it more time. Any advice would be helpful. Thanks.

Get their contact info from eBay and give them a call.

open the dispute, which is the first part of the paypal claim. If you receive the card, close the dispute. You should hear from them once you open the dispute as it usually opens their eyes when they get the email from paypal. if a few more days go by after opening the dispute and you don't hear from them, escalate to a claim. you can still close the claim if you receive the card later...
