I think the seller florida_girl_all_toned must have spent too much time in the sun, as if it's legit it may only be worth a small % of her asking on a good day.

And what's with the 'It will be sent into PCGS as soon as I can get the time'? Is he selling it or keeping it???? I guess obviously at his asking price that he's keeping it....
The scans aren't the best, but it looks like it might be an occluded gas bubble (improper metal mixture of the planchet strip, before it was punched) that "popped" after the coin was struck.
If it's genuine, and it does appear so, we're seeing the copper that didn't mix properly with the silver composition.
Value: maybe $20-$35 over a normal coin, or thereabouts, at least for this particular coin (looks cleaned)

Looks to me like its on the surface, I think it was touching a piece of iron or something while wet,when they were separated it left the corroded iron, the coloring to the right looks like its a stain from the corroded iron.
