Quick question- quarterly special, and a pic of a nice 1853 H10c

I'm sure this has been asked on the forum before, but I couldn't find the answer in a search. Does the $5 handling fee on the PCGS submission form apply to "quarterly special" submissions? I know it does not apply to "freebie" Collectors' Club submissions, but the rules for the quarterly special have escaped me.

BTW, this half dime is going to be my quarterly special submission.

    As far as I remember, no, the $5.00 handling fee does not apply. Just your shipping to and then the return shipping.
    I decided to change calling the bathroom the John and renamed it the Jim. I feel so much better saying I went to the Jim this morning.

    OK, I think I found the same info. on the PCGS site- no handling fees on "free" submissions. Thanks!

    However common, that is a nice example of the 1853 With Arrows half dime. Several of the working dies for that large mintage year severely clashed, as seen on the reverse of your coin. In its severest form (earliest clashed die state) you can actually read all four digits of the date in the letters TES O on the reverse.
