Can one use 'bulk mail' or 'non profit' stamps for regular postage?

I have quite a few coil stamps here from the transportation series of the 1990''s and am trying to find out if I am allowed to use the ones that are designated for use as 'bulk mail' or by a 'non profit org' Most of them have decimal amounts. I tried to do a quick Google search but didn't find anything.

Also as an aside, I always wondered why fractional cent stamps were issued in the 50's and 60's, I think a Monticello stamp and Gallatin one from the Prominent American series. Did that have to do with bulk rate at the time as well?

stamps. And I'm not sure on the other question. Not much help
but hopefully someone will come along and answer.

No, you need a permit to use those. The clerks at my post office always check to see if there is a permit number given any time those stamps are used.
