Can one use 'bulk mail' or 'non profit' stamps for regular postage?

I have quite a few coil stamps here from the transportation series of the 1990''s and am trying to find out if I am allowed to use the ones that are designated for use as 'bulk mail' or by a 'non profit org' Most of them have decimal amounts. I tried to do a quick Google search but didn't find anything.
Also as an aside, I always wondered why fractional cent stamps were issued in the 50's and 60's, I think a Monticello stamp and Gallatin one from the Prominent American series. Did that have to do with bulk rate at the time as well?
