Question about Damaged Coin

I recently purchased this 2006 W ASE at a flea market here in town. The owner said it had been caught in a drawer??? I don't know about that, but anyways. Do the scratches on the obverse destroy it's value down to bullion? The reverse is fine. Here are scans....

I took along a 2007 ASE to a local coin show to sell not long ago. I was hoping to get a dollar over spot. I dropped the coin as I exited my car after parking at the show, causing a somewhat nasty rim ding on the reverse. I offered it to a dealer and asked $14 for it. He said he'd sell it at $14 and would give me spot ($13). So, off it went. It was a freebie to me anyway.
