Do you think PCGS is keeping "track" of high grade coins to avoid paying out of pocket for

I have started to wonder if PCGS is not giving coins their deserved grades because they might have to buy them back in the future under spot/grade gaurantee reviews... It would make a whole lot of sense why NGC is giving out about twice as many PF70 coins when compared to PCGS. I bet, I just bet if PCGS did away with their gaurantee and commitment to buy back coins, they would grade coins a lot higher...... 
Think back to the 2006 W ASE's. Why in the world would they wait a year to decide to grade them MS70? Maybe because they were waiting to make sure the majority were not spotting and wouldn't have to deal with buy backs..
