at first glance it looks like end roll toning but i am skeptical.
too much toning too often now days.

a piece of tape and the usual doctoring could create that?
looks like an easter egg.

EOR toning. I picked them out of a roll myself from a very trusted B&M shop.
He bought several rolls of 63's. I sent four to Skyman for his collection, we
can let him way in on the subject. Here is a picture with just a 60 watt lamp.

That's nifty toning- it kind of reminds me of the oil slick my old '82 Evinrude used to leave when I cranked it up...
