Need grade opinion on this Canadian 1914 50c

There is quite a big gap in value between grades on the 1914 50c. What you you grade this one ignoring the scratches.

CCCS probably went by the overall grade based on the wear on the band of the crown, then upped the 8 to 10 because of the additional details.
I think the obverse is F.
I think this coin is an F with a little more wear, maybe F10, if that can exist.
