How can you tell that the Sandusky cover is a POW? Are the contents still present?
I am very fond of pony covers myself - I authored a book, with two others, a couple years ago. A plug may be seen here.
A favorite is the "stolen" pony cover here. I was underbidder for a client at $500,000 when it came to market a few years ago.

These prisoner covers have been studied and recorded based originally on covers with letters from prisoners. The initials are known because the censor sometimes used his full name or we have reports of who was assigned the censor duties. A good book on the subject is Galen Harrison's "Prisoner's mail from the American Civil War."
