I have a question. I thought NGC certifies such coins as superbird. Why is there no attribution?

NGC no longer attributes this variety. When i sent it in i even listed it on the form and they called me saying they dont do it anymore

I was gonna send it to PCGS and have it crossed but i dont collect these. The set it was out of i bought it for the franklin and this coin was just an added bonus

I would cross it to PCGS. Only 28 PF67 none higher.
