Is this really "authenticated" by NGC?

I am seeing a few of these float through eBay lately, and I question the truthfulness of the auctions. If I am not mistaken, a NGC bodybag it does not infer that it is authentic, correct?

The 1908 from the same seller is one hell of a tough date. I doubt 3 have come across eBay in the last 6 years.

That coin could well be a counterfeit for all we know. It's the same principle as selling a cracked out coin and using the insert.. could be legit, but it is ultimately a matter of trust.
If I were NGC I would be leery of this, lest it become a trend.
Plus I'm sure it would be easier to counterfeit the BB insert than it is to fake the whole slab.. a poor man's scam.

For what it's worth, I submitted a gold coin that was returned by PCGS as altered, and then had it resubmitted later and it was returned as not genuine.
also, I believe that someone asked David Hall on the question and answer board if the no-grade guaranteed that the coin was authentic and he said it did not... can't find the thread but I am looking...
