I picked up a few 80s Football sets a while back from BBCE. He advertised them as nm/mt sets, and I'd agree with his grading. If I were to submit all the cards for grading, I'd probly expect 70% PSA 8s, 28% PSA 9s, and 2% 7s and under.
If you're looking for a nice set for your collection to display in a binder, then they're pretty nice.
If you're looking for grading material, go with unopened stuff.

That's good because I want to do a Topps football set run (starting with 1987-91; I would go 1992 and 1993 but I don't want to pay extra for the 1992 factory set if I'm going to put these sets in binders) as soon as I secure the money.
Say, do you guys think it'd be cheating if I get the earlier sets w/o the Montanta/Marino/Elway/Rice rookies and then later get them as PSA 7's or 8's?
No that is what alot of collectors do, get the sets on the cheap missing the big name RC's and pick them up later in PSA holders. At least you are guaranteed the quality of the star cards that way. I bought a NM 1971 Topps FB Set from BBCE and found it to be more EX/MT due to centering issues but at least he's within 1 grade. I have so many crap sets I bought off ebay that the only decent cards were used for the scans.
