I am sorry.... I meant to say banks.... if you go to a bank, you get them in rolls more ofter than not... so how this got out, maybe a bank employee?... Pays to work at a bank sometimes...
Looks like a mated pair. The coin on the left got struck with a large indent ("mushroom" strike) caused by the off center coin on the right. My guess is that while struck together, they are not physically bonded together.

In 1985 cents were shipped in bags directly from the mint to banks. Customers could purchase the bags before they were ever opened and rolled. This practice went on until 2002 when the mint shipped huge tubs to the fed reserve branches where they were rolled or sold to rolling companies. As of 2002, banks didn't get bags of coins any more.

The Mint does not roll any coins. They are counted and bagged then shipped to contactors in large bags on pallets that handle the packaging.
