64 maybe 65, luster could be an issue. Can't tell from the image as to FBL, but it wouldn't surprise me if it is, as '49-P's often come FBL.

EDITED TO ADD: The toning is not particularly appealing to me.

I tried to take better pitures. Maybe this will help.
The coin does have very nice luster and the toning is difficult to image.

Likely 65FBL. Toning looks like the popular "lilac" which is hard to photograph but looks very pretty in hand.

Rather attractive 65FBL

UNLESS

The slight color change I see on the foremost curl of hair that lay on the collar is a break in the luster.
