1989-P Jefferson PCGS MS68 - Please help!

Can anyone tell me if an ms68 is equivilent to an ms67fs for registry purposes?

    a ms68 would equal a ms66full step not a 67fs
    pcgs deducts two full grades if not full step
    hence 68-2=66

    Two points are deducted for non-FS Jefferson's. MS67FS carries the full value of 67 while MS68 has a value of 66.
