PayPal, USPS and ONLINE TRACKING

I was commenting to a local postal worker yesterday while sending a registered mail package about how registered and insured mail tracking numbers CANNOT be used as PROOF OF DELIVERY in disputes where non-delivery is claimed and payment was made thru PayPal. One must use an online trackable service to satisfy PP requirements tho that does not preclude a seller from pursuing other forms of remedy against a buyer.

So it got me to thinking about what could be done [if anything] to get/encourge the USPS to change their internal tracking system to make it accessible to anyone online just like sig and delivery conf.
Would you write to your Congressman? The Postmaster General?

Usually in non PP transactions I would never buy del conf or sig conf if I have insurance as I can have my local PO track the package thru the ins number.
