ngc crossovers or should I say NOT

My collection consists of a complete 63-65 peace dollar set (90% PCGS 10% NGC). A complete Franklin set mainly 65FBL-66FBL (90% PCGS 10%NGC) and I'm halfway done with a 63-66 early commem set (75%PCGS 25%NGC) So I go to my favorite and most knowledgable dealer with about 25 coins I'm considering submitting for an upgrade and ask how my selections look to an objective eye. He puts aside 14 coins, 3 of which are NGC commems I just wanted to cross. Following his advice I submit and here are the results:
Submission 9076334 Norfolk 65 goes to 66
Wisconsin 66 stays 66
Texas 66 stays 66
Roanoke 65 goes to 66
1934d peace 63 goes to 64
Submission 9076336 San Diego 65 stays 65
Cleveland 64 stays 64
Oregon 64 stays 64
Rhode Island 64 goes to 65
1952 franklin (rattler) 64 stays 64
1953s franklin (rattler) 65 goes to 66
So after the first 2 submissions we're 5 of 11 upgrades which I can live with. By the way I'm not selling the commems anytime soon just want to build registry points. So now comes submission 9076335 as follows:
Connecticut NGC65 DNC
Vermont NGC65 DNC
Oregon NGC 66 questionable color
All 3 coins were bought at Heritage. (Lot 10565, Lot 10810 and the connecticut was a buy it now)
I would welcome forum opinions on how my grading opinion, a top dealers opinion and NGC's opinion could differ so much from a PCGS graders opinion.

You lost no money on downgrades, at least on paper. And made 5 upgrades. That beats 95+% of the people that try this.
