1942-P Jefferson full steps?

Are they full steps? Or do the hits eliminate the designation?

    I think you're right about the hits...also, I don't think the bottom step is complete...

    judging solely from the picture i would say the weakness of the fourth step is the concern and not the faint contact marks on the fifth step.

    I doubt you'd get it with the hits.

    I agree with keets. Looks like the 4th step is not all there as it may be bridged under columns 2 and 3. PCGS requires at least 5 full steps for the FS designation.
