ANA Grading: "May be original or impaired luster"

The ANA standards for MS60- MS63 Morgan dollars allow original or impaired (for 63 worded as "slightly impaired") luster...is toning considered impaired luster? I am guessing not, since we see so many toned Morgans in grades higher than 63. Can someone explain or show me some pics to compare? Thanks!

Light or moderate toning generally will not impair luster to any large degree, but very thick toning, which can appear as a dull black layer, will definitely impair luster. The latter case is not often encountered.
