The coins just listed have NNC and the grade in the title. They are 10 day auctions which means they will end right before the October 1st deadline. But, if you go back a little further, a bunch of his auctions just say stuff like "gem uncirculated" and "about uncirculated" with no mention of NNC. It's obvious that once he found out that enforcement doesn't begin until 10.01, he decided to take advantage of that.
