I set up a Paypal account several years ago, but never used it.
I went to log on and got this:
This account has been permanently locked with a $0.00 USD balance. All information associated with this account has been blocked from the PayPal system and cannot be registered with another account.
Looks like they closed my account for lack of use.
Now how do I reopen it?
I couldn't even find a phone number to call them on their website.

I tried to email them from their site, but couldn't because they required me to log in and I couldn't.

To confirm that you are the account holder, please have the following information available when you call:
Your telephone number
Information about the credit card or bank account you registered with PayPal
Your email address registered with PayPal

Ummmm, okay.
But it says all information associated with this Paypal account is blocked and can't be used with another account.
Now how will my credit card and bank information work with a new account?

what they may do is clear everything from the old accnt, so it is if it wasn't there. then you can log on and start fresh.
once you get to talk with someone, they have been pretty easy to work with, despite what people say about 'em. i have nothing but good to say about them.
