OT - How do you block buyers on eBay/Half.com?

Just sold a book to the same username on Half.com, but this time with a wholly different name and address. Googled the user and found that he is a dropshipper. Needless to say I cancelled the order by refunding the money.
So... how do I go about blocking this buyer? I'm fairly certain the block list for eBay is the same for Half.com, just can't seem to find where it is.
Also, does anyone know if a buyer can still leave feedback for a cancelled order on Half? So far the transaction still shows in my Feedback Forum.
I think I'll be snail-mailing (since I don't have his actual email) an explanation to the real buyer too. I'm sure he won't like to find out he's being ripped off!
