Set Registry Awards Question?

Hi, I noticed that this person as a completion of 56.25% and has a 2003 awards icon but it dosen't have a 2004, 2005, 2006 and 2007! Why not? If they awarded this person in 03 why not the other years? I really don't get it. Thank you for your time and any help is greatly appreciated.

i think they raised the percentage that is allowed to compete, i think 2008 is 90%
