Not long after Pearl Harbor, MacArthur was forced to withdraw from Corregidor (FDR actually ordered his withdrawal, but the Japanese were tightening the noose) to Melbourne. He vowed to return to the Philippines, and that he did about one year prior to Enola Gay.
He and his father before him actually had quite a long history in those islands, so it was a probably intended as a tribute coin for his service to the people of the Philippines.
It's a really popular type, and despite the "low" mintage they are not hard to find. An average raw UNC-BU will sell anywhere from $12-25+. Yours is priced a bit on the plus side, more what a slabbed MS62 or 63 might get, or a popular seller on eBay might get after a bidding war. I paid $15 for the 1 peso / 50 centavos set just last year (granted that was a good deal for the set).
