That's a tough question but I believe that 3K will only buy you a lower end card which may not appreciate as much as you would like. I think that higher quality stuff appreciates at a better rate.
So, I would want to find something preWar in a better grade as an investment - and that may be hard for 3K.
This is just a gut thought and not based on tracking - a quality mutual fund with a long track record will probably outperform a low end card such as the ones you are looking at?
This is just my opinion.
Now, you can do well searching for raw cards - but if ya looking for it - specifically to score - ya might have a better chance finding a diamond up a goat's ass?
But, ya can get lucky with raw - e.g.
I got this Ryan for the equivalatent of a 30$ trade - raw:
I bought this one raw from Rotman Auctions back in the early 90s for 30$:
And finally, I got this one raw for 500$ on ebay - it turned out to the a fantastic find!
I do think - tho - that preWar stuff - in any grade - will outperform the more modern stuff that is much more plentiful.
Good luck - whatever you choose.
BTW - I like Ruth - no more cards are being made and I believe he will always be in demand.
i would likely go with the ruth. if it was wagner in his era, then there would be a tighter race (say an e98 wagner). but, my 2 cents is go with the ruth since goudey is a highly collected issue, ruth is a highly collected player and the 33 goudey ruth is considered to be his top mainstream card(s).
It would depend on the condition of each card. If it was a really nice Red Ruth and a stained Wagner I would go with the Ruth. I personally think the 1914 Cracker Jacks will outperform the Goudeys in the future as they are incredibly tough to get. That said I would rather have a nice Wagner in 1914 than a 33 Ruth which is far more plentiful. You will have 10X the opportunity to buy another Ruth card but nice 1914 CJ's don't come up that often.
Currently completing the following registry sets: Cardinal HOF's, 1961 Pittsburgh Pirates Team, 1972 Pittsburgh Pirates Team, 1980 Pittsburgh Pirates Team, Bill Mazeroski Master & Basic Sets, Roberto Clemente Master & Basic Sets, Willie Stargell Master & Basic Sets and Terry Bradshaw Basic Set

What he said. Of course the first reaction is to say Ruth, but condition and set rarity should definitely play a major part in the decision.
"My father would womanize, he would drink. He would make outrageous claims like he invented the question mark. Sometimes he would accuse chestnuts of being lazy. The sort of general malaise that only the genius possess and the insane lament. Our childhood was typical. Summers in Rangoon, luge lessons. In the spring we'd make meat helmets. When we were insolent we were placed in a burlap bag and beaten with reeds - pretty standard really."

He's THE player in baseball history.
Wagner was awesome, but he's only as popular as he is because of the T-206 card.

The demand way outweighs the supply and it's always going to be that way .
