Help with Grading

For all you experts out there, I have few questions about this 1977 Burger Chef Gary Carter.

1) For a card such as this, where it originally came as a part of a panel and has perforated edges, does PSA take this into consideration when grading?
2) Can this type of card be submitted under the "Modern" level along with other regular issue cards?
3) Finally, what grade do you think it would receive?

i think there was a thread just recently by carolj from psa about their new holders for discs. the info there should help with the service level. if not pm from her thread. see is more than helpful.

Here is an PSA for comparison purposes, thank Quality Cards!! Anyway, it has less of those extra stubble pieces like yours.
