Ok. I sent in a bunch of stuff for my registry sets. Lines 15 and 16 has the good stuff...
Line by line...
1 1960 TOPPS 450 ORLANDO CEPEDA N/A 6
---> cracked from a PSA 6 I submitted a while back, I thought it could get a "9 oc", guess not.
2 1980 TOPPS 482 RICKEY HENDERSON N/A 7 (MVP)
3 1980 TOPPS 482 RICKEY HENDERSON N/A 7
---> got one henderson in a raw set a while back, the other was put in to, well, to make the set pulled one look nicer. I hoped for a 6 and an 8. Got two 7s. Can't complain.
4 1981 TOPPS 302 DODGERS FUTURE STAR PERCNTE/SCIOSCA/VALNZUELA 8 (ROY & CYA)
5 1981 TOPPS 315 KIRK GIBSON N/A 8 (MVP)
---> both from a raw set I've had for a few years. I figured they were 8s with an outside shot at 9s.
6 1981 TOPPS 693 STEVE HOWE N/A 9 (ROY)
---> from the same raw set above. Figured it was an 8 with 9 potential. Nailed it.
7 1982 FLEER 445 GAYLORD PERRY N/A 9 (Perry basic set)
8 1983 DONRUSS 307 GAYLORD PERRY N/A 9 (Perry basic set)
---> both purchased from Sportlots. PSA 9 was expected.
9 1985 DONRUSS 534 TERRY PENDLETON CORRECT 9 (MVP)
---> I could have waited for it to show up on Ebay, but I never see this card there.
10 1986 DONRUSS ROOKIES 17 KEVIN MITCHELL N/A 8 (MVP)
---> OUCH! I thought this was an easy 9.
11 1986 DONRUSS ROOKIES 31 DOUG DRABEK N/A 9 (CYA)
---> looked just like the Mitchell above. I figured it was a 9 with an outside shot at 10.
12 1987 DONRUSS 502 DAVID CONE N/A 10 (CYA)
---> Pulled from an opened factory set I've had laying around. Perfect card, no way it wouldn't 10.
13 1991 BOWMAN 23 PAT HENTGEN N/A 9 (CYA)
---> cello box pull. Card never shows up on Ebay, so I had to submit it myself.
14 1991 ULTRA UPDATE U-58 IVAN RODRIGUEZ N/A 10 (MVP)
---> recent set pull. I had my fingers crossed for a 10. Glad it worked out!
15 1994 SP 10 DERREK LEE FOIL 10
16 1994 SP 15 ALEX RODRIGUEZ FOIL 9 (MVP)
--->OMG !!!!! Both from a raw set I picked up on Ebay for $60. I figured I'd pull down a pair of 8s, MAYBE a 9 on the Lee. PSA said no.
17 2003 BOWMAN CHROME 167 DAN HAREN N/A 10
---> Perfect card. Now he just needs to win a CYA.
18 2003 BOWMAN CHROME 179 BRANDON WEBB N/A 9 (CYA)
---> Perfect card. I don't know what makes it a 9...
19 1985 TOPPS 192 PASSING LEADERS D.MARINO/J.MONTANA 8
---> looks a little nicer than a 9 I have. Oh well.
It took 35 business days, but it was well worth the wait.
However, I apparently know nothing about grading cards...

I figured I'd pull down a pair of 8s, MAYBE a 9 on the Lee.
If you think it is overgraded you should crack it and resubmit. Also let PSA know that they overgraded it and need to look at it again.

That's like sending a meal back to the kitchen because you think it tastes too good for the price you paid.
Besides, I have no luck with crack/resubmits. They always come back the same.
