Removing tape with distilled water

What is the process of removing tape from a card by soaking it? I remember reading it a while back, but cannot locate it.

i have some 50 bowman hof'ers in my psa/dna set that are slabbed that somebody taped in book 50+ years ago, in my case,theres not a whole lot i can do i dont believe,they are autograhed,might get the tape off but there will still me a tape make stain on mine bummer cause there is joe perry/sid luckman/dante lavelli/leo nomellinni/ all hof fame signed when they were very young along with about 15 commons that someone did the same thing to from same collection ive never got around to sending in yet,bummer,only the high $ cards are that way,the commons have no tape-thats the way it usually works though,the great ones get screwed up, and the duds are fine!
