Question about submitting card value...

I have the following cards I plan on sending in with my 6 free submissions, and I was told that the value has to be under $500 for each card. I called PSA and was told they only require
that for insurance purposes and that I can send in these cards...
Should I pay for the submissions instead of sending these in on the free 6?
Or should I just send a few of these in on the free sub and wait to send in the rest??
If so, which ones should I send in on the free sub?
Can someone help me out with this?
Mickey Mantle 1964 Topps #50

MICKEY MANTLE 1961 Topps #300
Mickey Mantle 1969 Topps #500

Mickey Mantle 1968 Topps #280
Thanks!

If you feel the expected grade will make the card value around $500, you should send in these cards.
This is what I do for the declared value on submission forms. In your case, say the 64 Mantle in a PSA6 (what I am hoping for a grade) has an SMR value of $600 and the 63 Mantle in PSA 5 has SMR of $400. I would then declare the value of each of these cards $500. You are not for certain that you will receive the expected grade, so PSA allows you some leeway with declared values.
I am usually sending in cards near the $75 limit. Usually at that level, one different assigned grade could make the card value $40 or $200. So I usually average my declared value across the whole submission.
