Checking out a Jeep forum on the suggestion of a poster.. here are their bylaws!
NO FREE EMAIL ADDRESSES, No yahoo, gmail, et.al.

Banned Users: If you have been banned by JeepForum and attempt to register again using some means to get around the ban, such as using another email address, you agree to a $5,000 dollar reinstatement fee. By clicking on agree below you agree to this fee and agree to pay the fee even if you are banned again. You also agree that any disputes will be resolved in Texas courts.

I have a suspicion that no court would agree to enforce this.

But banning people from their server e-mail address is basically effective, even though with AOL you do get 7 different screen names and the names can be changed. But with many servers, especially the cheaper servers which the trolls usually use, they only get one server address e-mail. So requiring that upon registration, and if that gets banned, it's difficult for the troll to logon again unless they change servers.
Of course the trolls could use a free e-mail such as Yahoo, etc., but if the forum doesn't allow these free e-mails then a ban can be very effective. The person operating the Jeep Forum knows what they're doing.
