General question about autographed card values

Hi everyone. I'm pretty new at collecting sports cards and know I have a heck of a lot to learn. I have a couple questions about autographed cards.
1. Does an authentic autograph on a card always increase it's value?
Let's say you have 2 of the same card in the exact same condition, one autographed, one not. Is the card with the autograph always going to have more value?
Would your answer hold true regardless of the era the card comes from--again all things being equal (same card, same condition)?
The reason I ask is that I have duplicates of certain cards which I could probably get autographed. But, I wonder whether there might be a reason to NOT have one autographed and just save it in mint condition.
2. One additional question (not necessarily related to autographs)--you know how some cards are from a serialized series--like 189/499. Do lower numbers have more value than higher numbers or vice-versa (or does it matter at all)?
