I thought the only way something could get a GAI 10 was if it was from a sealed case, and the only way for a 9.5 was from a sealed box. This is from Murphys pack guide. Have they changed the policy or something?
GAI has changed their criteria for grading packs/boxes so many times over the years, it's hard to keep track.
My understanding at present is that the grade they assign to a box is supposed to take into account the condition of the packs inside as well as the box.
I know for a fact that they will assign a 10 to an individually submitted pack, they certainly no longer adhere to that rule about it needing to come from a sealed case or box. That's one of the reasons you see so many vintage GAI 10 packs floating around these days.
Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.

They put "from a sealed case" on some flips but never heard of grades being affected.
