MS64. 1970d is a year that many very high grade Washington quarters were produced. If you look at the population reports, you will see that MS67 grades are very plentiful. In fact they are as plentiful as MS66 quarters.
I am amazed that nobody ever comments on that unusual and very obvious variety reverse. The relief between the inside of the wings and the field is the greatest of any Washington quarter, even more so than a type B. There are also other differences. This reverse was used for most of the 1968 S proof coins and for the 1970 D coins in the mint sets. It also appears on a minority of 1969 D, 1970, and 1970 D circulation strikes.

This looks like a mint set coin but not strongly so. You can find a nicer one without a lot of effort.
