Normally, I would expect two errors like that to have been struck at the same time, or should I say moments apart. But that's not the case here. I think that's pretty cool, not because it makes the coins any more valuable but because it shows you that someone at the mint actually liked the things enough to keep them. BTW, that also explains their condition. Normally, errors of that era and region are encountered in circulated grades.
