Scuffy cheeks on silver britannias

I've seen a gazillion britannias over the past year that all have the same problem: scuffy cheeks on the queen. I've been puzzling over this problem and the best cause I can come up with is the coins are just not being struck with enough pressure for the metal flow to completely smooth over the cheek's surface. As I understand it, US Franklin half dollars also had this problem. I don't think it's friction wear, as I see the problem in so many coins which (like the coin below) are still in original mint packaging, but I suppose it could be due to the coins sliding against the mint packaging.
I'm really at a loss. Does anyone here know whether I'm right or wrong?

I haven't seen any that didn't have some scuff marks on the cheek
