    Absolutely. Appears to have the head and torso of a raptor, a double tail, upper limbs of some other monstrosity and lower limbs of a man. Wearing pants. You can never be too modest. At least in Switzerland.

    I did some more online research and I think I have the answer.

    Carnival time in Basel; Basler Fasnacht. All sorts of mummery takes place.
