Question about determining a "Rookie" card

If a player has a 'team card' and a Topps sticker before he has a Topps card, which one is considered his rookie? Unless I'm missing something, that is the case with this guy according to Beckett...

    PSA doesn't recognize Police or stickers as rookie cards, so it would be McNeal's '83 card.
