No, anyone can do it.


You can do what I did 2 days ago, I created an auction on eBay with a reserve for a Michael Jordan Baseball I have. Then I submitted the Quick Opinion and once I got the answer I cancelled the auction so it wouldn't sell.

Also, when PSA/DNA gives out a 'Likely not Genuine', it notifies eBay and they pull the auction.
