I see the part on the 2nd bidder side. My thing is if we did our best at trying to get the auction pulled and Ebay did nothing about it should we be like a viglante or Robin Hood and protect the poor?
I guess I am on the side if I know something stinks and I sit back and do nothing I am also guility. I have access to three Ebay accounts, Buying, Selling and one for work that we buy supplies with. I reported the auction with all three. Others reported the auction. One would think Ebay would have pulled it. I did my job, hope the rest of us did theirs.
Having said that, feel free to report Gary for every keyword spam, questionable lot, and such.
So basically my kid won't be able to go to college, but at least I'll have a set where the three most expensive cards are of a player I despise ~ CDsNuts
YOu forget that last week Ebay was probaly running on a skeleton crew most of the week due to the holiday so therefore not as many people actually reading reports and stuff like that.
Sooner or later his feedback and the reports will catch up to him.

Does this compulsion of yours extend to the world outside of sportscard auctions? If so, you must be a very busy person.
What is Ebay's policy on this issue?!? Do they expect their users to self-police? Surely they don't want people bidding on items they don't intend to pay for just to run interference on shady auctions. But what is their suggested alternative? Report the seller? How long does that take? Would Ebay advocate emailing the winning bidder and warning them about the seller or the shoddy item?
