Question about 2003 Topps NBA

I wanted to buy a few boxes to open and submit the rookies for grading. It seems between EBAY, Steve Hart and Dave & Adams Card World.... there are (2) common type boxes that are in the same price range. $85-$95.... Box #1 has 20 packs with 10 cards each = 200 cards..... Box #2 has 36 packs with 10 cards each = 360 cards. Does anyone know why these boxes are about the same in price when one box has nearly twice as many cards.
